He was one of the most important politicians and scientists of his time in Ottoman Empire. Halid, known as the first Ottoman scientist to teach at Cambridge University in the UK, became the first Ottoman citizen to teach at the university and received the title of "Master-i Ulum". He served as deputy to the consul of the Ottoman Empire in London, and presented his report dealing with the Middle East policies of Britain to Sultan Abdülhamid II. He served as a short-term Ankara deputy and participated in the delegation which went to Germany during the World War I in 1915 and carried out activities against British imperialism in this period. He died in Istanbul on March 30, 1931 due to Zatüre disease. He was buried at the cemetery of the family in Merkezefendi cemetery. He left a large number of works, books, articles and studies.
